The "shady" thing is simple: they use VOIP which costs nothing (or almost) but ask for an IP and a phone number. So they collect personal information that they resell or use internally to make their business profitable ...

Telephone number included: using such sites, there is a very good chance that you will be spam and canvassed by phone (the fashion that seems in France for 2 or 3 years)
