The Minister of Agriculture, Bruno Le Maire, announced yesterday the details of his emergency plan for fruit and vegetable producers, which will cost 15 million euros.

A "first step"

For young farmers and producers who have invested for less than five years, this rate will be increased to 20%. The plan will also include support for operators' social contributions, when they are in default. In addition to the State contribution, this plan will also benefit from the support of the Mutualité sociale agricole. "All this aid will be Euro-compatible", also assured Bruno Le Maire.

New deadline for the report

Bruno Dupont, president of FNPFruits, a specialized branch of the FNSEA, considered that the plan was a “first step”, while the Confédération paysanne declared that it was “not satisfied” with the measures, because of their amount. insufficient. The minister continues to assure that farmers "will certainly reimburse less than 500 million euros", that is to say 338 million euros of public aid paid to fruit and vegetable producers, to which is added interest behind since 1992, between 100 and 150 million.

But it is quite possible that this addition will grow by an additional 200 million. This sum corresponds "to all the contributions collected from producers, which amount more precisely between 160 and 170 million euros and cannot be considered as public money", insists François Lafitte, president of Fédécom ( Federation of Economic Committees), representing fruit and vegetable companies. Moreover, Brussels sticks to its first estimate. "We are demanding the reimbursement of illegal aid," said a Commission spokesperson. This includes the 338 million euros of public aid, interest on arrears but also the contributions paid to professional organizations. "

It is this last point that Paris disputes. An appeal at first instance to the European Court of Justice was filed on April 8. "It is not suspensive, and these sums remain due," we continue in Brussels. We are awaiting information from France on these precise sums as part of its expert report, which remains set for September 29. ” A deadline which has been pushed back again "without a deadline", according to Bruno Le Maire.
