in fact it stops it easily for 2 reasons:

-the speed of the wind turbine is set very low because we see the bucket close

the edge by closing the cup

if it will be adjusted "harder" there would be a higher rotation speed and on it would not stop it

the surface of the bucket is huge well for my taste on the video the total diameter of the wind turbine is a little small

it is true that this wind turbine is intended to start in light wind

I did my little tests is there is enough torque on this type of wind turbine

It no longer has a place in renewable energies ...
