Climate: EU and US clash in Bali
In the final hours of the Bali Climate Change Conference, the European Union has threatened Thursday to boycott the next meeting of the largest economies on climate predicted in January under the leadership of Washington, if the Americans refuse to set targets for reducing greenhouse gas emissions (GHG) .
The Europeans received indirect support from former US Vice President Al Gore, 2007 Nobel Peace Prize winner, with climate experts from the IPCC. "My own country, the United States, is primarily responsible for obstructing progress here in Bali", he accused, "objectives must be built into the treaty".
EU threat highlights issues as delegates from near 190 countries prepare to separate on Friday after a two-week meeting to launch negotiations on a successor treaty to Kyoto, which expires in 2012.
The United States, Japan and several governments are opposed to the final document containing a proposal to reduce the GHG emissions of industrialized countries from 25% to 40% in 2020. In their view, specific objectives would limit the scope of future discussions.
On the other hand, the EU and others believe that the quantified targets reflect what scientists believe is needed to slow global warming and limit rising sea levels, worsening floods and droughts, and extinction of animal and plant species.
"No result in Bali means no meeting of the biggest economies," warned German Environment Minister Sigmar Gabriel, referring to the series of climate talks launched in September by George W. Bush. "This is the clear position of the EU. I don't know what we should be talking about if there is no target."
The day before, the French Minister of Ecology Jean-Louis Borloo had estimated that the time had come "for international commitments". "Refusing to commit to figures and dates would mean not having confidence in your own model, your own technologies to offer low-carbon progress," he said without naming the United States. "If meetings of the largest economies are held, this approach must be accompanied by quantified commitments from industrialized countries." He also spoke in favor of a study on "the possibility of a levy on global financial flows".
Pascal Husting, Director General of Greenpeace France, hailed "a real snub inflicted on George W. Bush and his 'Major Economies Meeting' (MEM)".
The United States invited 16 other major economies, including European countries, Japan, China and India, to discuss a program of voluntary GHG emission reductions, which would be taken at a national level . But environmentalists see it as an attempt to undermine the UN process.
UN climate chief Yvo de Boer worried about a possible derailment of the process caused by the confrontation between the EU and the United States. “If we don't find a formulation on the future, then the whole house of cards will collapse,” he feared.
The American delegation, for its part, reiterated its rejection of any mention of specific objectives, while hoping to reach an "environmentally efficient" and "economically viable" agreement. The United States is currently the largest GHG emitting country in the world and the only major economic power to refuse to ratify Kyoto. The Protocol foresees by 2012 a modest average reduction of 5% of GHG emissions compared to 1990 levels.

Who are the United State negotiatorsWhat are the lobbies that sponsor them!
Because it seems obvious that they are not "ecologists" and that their choices result from the strict preservation of outdated economic interests!
At a time when some analysts and specialists in economic foresight provide deposits of wealth, employment, economic growth and social gigantic by investing in sustainable development, the maneuvers of US State negotiators are neither more nor less than a crime against the planet.
It was so desperate that the president of the conference left the room in tears !!!
