It is Ni, very high mu iron and almost without hysteresis, used for low field magnetic shieldingagainst industrial fluctuations, below its saturation.

Once annealed, it must not be deformed.
The metal mu deflects or channels all field lines with its mu of 100000.
So almost the whole field of the magnet should pass into the metal mu in the idea of alainblyon, so that the bottom magnet does not undergo its field unlike the top magnet.
This will be pushed upward rather than downward in his idea.
The problem is that the mu metal saturates like any scrap towards B = 1tesla and that the corresponding field B / Mu = B / 100000 is very weak of the order of the terrestrial field some 0,1Gauss and thus on top, the mu saturated metal, the magnet is not at all shielded by the mu metal, so that it will not work !!

Given the knowledge of 200 years on electromagnetism, it does not deserve to try!
No tower, barely moved, the mu metal will be saturated (too strong field of the magnet) and therefore will not change anything.

If there is not at least one position at rest, without rest, there will be perpetual movement, and therefore there is always at least a rest position in a minimum of local energy !! after dissipation of the energy of chaotic oscillations more or less long in friction.
The + as far as possible and the - as close as possible to the pole + fixed with its mu metal.

The mu metal close to the fixed magnet is saturated and does not change much.
Very similar to the behavior of a compass near a fixed magnet, compass that turns and oscillates before stopping !!
