I just read several threads on the forum regarding the heating problems but I have a little trouble understanding mine

My problem is that the boiler tells me a set flow temperature of 37,6 degrees and a measured temperature of 16,5 degrees (example).
It is therefore cold for a long time and then the house heats up once the flow temperature is the same between the set point and that measured.
This situation can happen several times a day…
I can't understand why, my heating engineer told me to look at the pressure (it's at 1,5 bar), to bleed my radiators (which I therefore redid) but the problem persists.
If you have any thoughts I would be very grateful.
