I made measurements, at home, to look for the weak points of the insulation
I used a thermo thermo medical contact thermometer to measure the ambient t °
and to talk about shutter insulation here is what I noted
t ° ext -5 °
t ° against a window without double glazing - open shutters 6 °
t ° against the same kind of window closed metal shutter 11 °
I made other measurements that you can find in a similar subject for an isolation with a film on a survival blanket

For sealing,
if outside under the window,
the elasticity of the material is enough,
compress by forcing the plate formed of 2 pieces in width
and push it up, for the upper part,
remains to find a practical solution for the bottom.

Just a little reminder, because some messages in this thread could be misleading:
Permeability to outside air does not make a dwelling damp on the contrary. Thus an outdoor air with 100% relative humidity and + 10 °, will only have a relative humidity of 53% when brought to 20 °.
Corollary: If a dwelling is damp, the origin of the problem is elsewhere and making it more watertight will rather amplify the phenomenon.

Think of insulating films!
Already insulating your windows, think of putting protective films, like on cars for example, it insulates quite well, especially in terms of light but for that you need to call on pros, I do them at home it doesn’t not long ago and I advise you to call on XXXXX, they are quite good: [Moderate] go take a look!
