Creation of a fence wall blocks / wood

Hello,

As part of the renovation work, I intend to create a concrete / wood fence wall [cf. photo of the desired result]

The works should be as follows:
- installation of a row of concrete blocks above the exiting concrete base wall; this low wall having a height of 80 cm and a length of 18 m [ie 36 breeze blocks].
- installation of concrete blocks above this first row of concrete blocks to create 7 vertical posts up to 1.80 m in height [ie 28 concrete blocks = 7 x 4]
- installation of metal grooves 20 mm thick in the 6 intervals created with a height of 80 cm and fixed on each side of the vertical posts.
- supply and installation of tongue-and-groove wood slats (western cedar) class 4 thickness 18 mm - width 140 mm - length 2.45 m on the 6 created intervals [ie 36 slats]. The price of supplying these 36 blades could be around € 500.
- implementation of a plaster.

What do you think ? What should I use to create my vertical columns (normal concrete blocks or specific concrete blocks ...)? What wood should I use (red cedar, teak equivalent, spruce ...)? Is the tongue and groove system the most suitable? What is the approximate budget for this type of wall over a length of 18 m?

Why concrete more ???
There are already enough concrete blocks ????

Do not put any more concrete blocks, burning bushes or piracanthas are also sufficient as an impenetrable hedge, like at home !!!

Much cheaper and more natural.

Raz the bowl of concrete breeze blocks, absurd, not econological.

I see some who concrete, concrete their entire garden, absurd!

In fact, in addition the piracantha gives berries which are appreciated by birds and makes a bush where they will nest, protected from cats and other carnivores by the spines.

And then no you are right, it is better to make a cinder block fence wall, expensive, unsightly and unsuitable for the environment, than you take care of the urgent thermal insulation of your facade wall on the north side !!!!!!! !!!!!!! !!!!!!! !!!!!!! !!!!!!! !!!!!!! !!!!!!! !!!!!!! !!!!!!! !!!!!!!

what plant do you think of for a non-destructive green wall in the north to cut off the air flow?

For a very long time, many have been using the dense, joined and tall cypress hedges as windbreaks or mistral cups !!!!
In addition very pretty, with different species of cupressus, not all in the cemeteries !!

The poplars near the water are not bad, much higher.
