otherwise an insulator is defined by its density too and to have an insulating power a reasonable density is also required.
when you said that in cellulose wadding an injection at 55 kg / m3 is better than 40 kg it is not for nothing.
Perhaps you should take the section of joists and look at their spacing and calculate the allowable overload, and from that you will know what weight will be accepted.
Then you will opt for an insulation material (depending on your means also unfortunately), and I advise you either hemp in bulk or cellulose wadding.
