Because among all the new houses that I see under construction, I see very very few with solar water heaters going up during construction !! What is 2 to 3000 € in the budget of a new house ???
Same remark on photovoltaics: if integrated in new construction, no need to pay for the conversion of the roof (finally!): With the subsidies, there is a chance that we will even earn money by doing it. make !!
In fact: PV solar installation price LESS subsidies and state aid and tax credit LESS savings in coverage = can be less than 0 or close to 0 !! It takes less labor time to install 1m² of solar PV panels than 1m² of tiles or slates!
Add to that the financial gains on future electric bills which will pay part of the credit ... well I think not to do it: you just have to be stupid or very poorly informed (as long as it is still viable on the purchase side of the current .. .)

And developing a new, more fuel-efficient engine doesn't cost much? Research on HDI cost more than a billion € ... at a time when the manufacturers weren't complaining about sucking state subsidies as since the beginning of the 2000s for the "clean car" ... (hum hum. ..)
