2006 is an important period of choice for France in terms of energy policy. The construction of a prototype "EPR" nuclear reactor at Flamanville, in Normandy has been decided, and should start in 2007.

France, with 58 nuclear reactors in service, is largely over-equipped. The EPR-type reactor, which does not bring any significant improvement as regards the risk of accident or the management of nuclear waste, is nevertheless expected to replace the current plants in 1 or 2 decades.

This decision was taken by EDF and the French government without any alternative having ever been seriously considered, and public debates were organized when the decision was already taken! However, a survey published on January 25, 2006 by the European Commission reveals that, to respond to the energy crisis, only 8% of French citizens (and 12% of Europeans) propose to develop nuclear energy.

With the EPR project, whose expected cost is 3 billion euros, nuclear continues to monopolize almost all public energy budgets, to the detriment of a real plan of energy sobriety and development of renewable energies.

It is in this context that the "Sortir du nuclear" network instructed the firm "Les 7 Vents du Cotentin" in Basse-Normandie (Manche) to carry out a study on the theme: "With the 3 billion euros planned for the prototype EPR nuclear reactor, what could we do in the "Grand Ouest" region of France, in the field of controlling energy demand and renewable energies, and for employment? "

This study was made public at the time of the great gathering organized on April 25, 2006 in Cherbourg, at the call of 275 national organizations in 47 countries, which gathered nearly 30 people.

Presentation of the study

An energy inventory of the 4 regions concerned (Brittany, Pays de la Loire, Haute and Basse-Normandie) made it possible to determine local potentials. The 3 billion euros being intended for the sole production of electricity, it is in the field of electricity that the potentials of renewable production and savings have been identified. Several concrete actions are then proposed, which fall under the following themes:
  • The first proposal is to devote 10% of the budget to the creation and operation of 50 Local Energy Agencies (LRAs) spread across the Grand Ouest region, creating more than 400 jobs. Indeed, all of the proposals involve moving away from the French model in favor of a decentralization of skills for energy management. The FTAs ​​are the basic actors essential for the implementation of the proposed measures.
  • 33% of the budget is allocated to energy management measures, for a savings target of 7 Twh electric. Specific programs are planned, targeting different audiences:

    - information campaigns on lighting and energy-efficient household appliances, as well as the hunting of unnecessary watches in housing and the tertiary sector.

    - the provision of credits at subsidized prices to encourage the purchase of economical equipment.

    - the promotion of bioclimatic housing and the creation of a subsidy of 2000 euros per bioclimatic construction, in order to cover part of the additional investment cost.

    - advice and "scrappage bonus" measures to replace the least efficient electric motors in the industry

    - the generalization of actions within local communities such as diagnosis of consumption of municipal buildings, regulation of heating and lighting, investment in economical equipment, construction of "low-energy" buildings ...
  • 22% of the budget is allocated to measures aimed at replacing the thermal uses of electricity with the production of heat from renewable sources (wood, solar). The objective is to save 4 electric Twh and 4800 jobs created. Ways :

    - Campaign to replace electric heating with pellet wood stoves, modern devices that offer great comfort in use. A group purchasing program would allow on the one hand the development of the sector, on the other hand the establishment of a subscription system to provide the user with the device and fuel, at a cost lower than the electric bill.

    - setting up of a zero-rate credit to encourage the installation of solar water heaters, reinforced by group purchasing campaigns allowing a reduction in costs.
  • 25% of the budget is planned to promote the production of electricity, mainly renewable. The objective is to produce 11 TWh of electric power and 5500 jobs created. Ways :

    - Promote the production of biogas (gas produced from organic matter). The resources of the Great West in agricultural biomass, and in particular in animal slurry, are enormous and currently very little valued.

    - Use of biogas as fuel in cogeneration plants, which produce both electricity and heat, with very good efficiency. The study proposes to finance 30% of investments for the establishment of biogas and cogeneration.

    - Encourage micro-cogeneration: replacing "conventional" gas (or even fuel oil) boilers in private homes by "Stirling cycles" would make it possible to efficiently produce electricity and heat in cogeneration.

    - Fund studies on wind energy capital. Despite its strong potential, wind power is developing very little in France. The carrying out of potential studies on the whole of the territory concerned would make it possible to fix in the consultation which are the acceptable places of establishment, and to determine the technical and financial feasibility. The proposed measure is to cover 80% of the cost of the necessary studies, in partnership with the communities of municipalities. This financial support aims to create a dynamic that revives the wind energy sector and promotes the involvement of local players.
  • Finally, 10% of the budget is devoted to research and development of other promising sources of energy:

    - demonstration photovoltaic plants, still too expensive for large-scale production

    - research on ocean energies, fuel cells, promising but not yet technologically mature sectors

    - offshore wind turbines, which have enormous potential in the region
    Result and conclusion
The study shows that with the same amount (3 billion euros):

- we could obtain a capacity to respond to electrical needs twice that of the EPR, by adding the production of electricity to that which is avoided.

- the number of permanent jobs would exceed 10. The EPR project will employ up to 000 people during the construction phase. Over fifteen years, the cumulative average is 2300 jobs created. The permanent workforce will be 600 to 250 jobs.

These actions, if they materialize, will set the Great West on the road to energy productivity. More competitive, at the cutting edge of innovation, the regions would take a decisive step in terms of economic performance and improvement of social conditions and respect for the environment. A real turning point in France, the beginning of a policy of decrease, developments in terms of electricity consumption and production will make EPR and THT line projects obsolete. Instead of a single expenditure of 3 billion euros - a project of a few years which will not change France's energy situation by one iota (nuclear overcapacity will always be there) - we could ... 'to come up.

This alternative, through concrete proposals, encourages each person, each local authority to become an actor of energy policy, for the respect of future generations.

Just a word about renewable energy jobs: I searched for 3 years in this field and I can tell you that it is complete PIPO ... there are very few jobs created in the field because there has very few projects despite all that is said. Or must have relationships, pistons ...

Very rare are companies and employees who live ONLY from RES ...

In fact I believe, and I do not think I am wrong about bcp, that in France there are as much money put into communication on renewable energies as in the field ...

Well, in fact that's what the study offers, going from pipo-beautiful-phrases-to-make-believe-that-we-are-interested-in-nature real start-ups of biogas and wind power plants and individual "Stirling" boilers.

With 750Million € uros (25% of 3Md) of budget, one must nevertheless be able to produce something other than beautiful words.
The concern is that currently, the public bugets for this kind of alternatives are so insignificant that indeed, the only thing that we can do with it is blah blah on glossy paper. : Evil:
