In the USA, waste is stored outdoors almost everywhere in the country. With sufficient protective thickness, no external radiation, so cancers ...

I dream or are they bits of reactor hearts not even vitrified?

As for the follow-up of possible leaks, it is better to leave them in the open air than to flee them 400m deep!

But in France we have less space and especially less desert than in the USA ...

It is the dry storage of used fuel, which is an alternative to storage in swimming pools. This is not a "final" solution.
It is practiced in many countries, especially in ... Belgium (central Doel), but not directly outdoors as in the photo.

a) how the reaction / radioactivity is moderate (the boron of the swimming pool I think)

b) how are calories removed?

No, not treated, but cooled for a while in the pool before being stored dry.

a: it depends ..... boron and / or neutron absorbing material of the storage racks
b: it also depends: water / water exchangers or water / air cooling towers.

Edit: for what I know at least in France.
