Andra, the public agency that manages the nuclear waste landfill project in Bure, relies on influencers, especially on YouTube, to promote it to young people.

Julien Baldassarra is campaign manager for the Sortir du nuclear network.

To win over 18-25 year olds, Andra (the National Agency for Radioactive Waste Management) is developing a digital strategy. In 2017, for example, the agency prides itself on "regularly updating its websites, and strengthening its dialogue channels on social networks (Twitter, Facebook, Dailymotion, YouTube, Flickr ...)" [1]. Then to congratulate themselves that “between 2014 and 2016, around forty bloggers (…) were welcomed to discover the underground laboratory, the Ecothèque and technological demonstrators”, before adding - without specifying whether they are This is disguised advertising - that "these visits may result in the writing of blog posts, videos, online interactions, comic reports".

On YouTube, the agency posts very regularly on its channel. However, it only has 390 subscribers, while the videos rarely generate more than 1.000 views and garner few likes and comments. So, Andra is outsourcing its communication by collaborating with widely more visible science youtubers.

Since 2018, several YouTubers have visited the Meuse / Haute-Marne Center at the invitation of Andra. Located in Bure (Meuse) and managed by the public agency, this laboratory / museum is working on the future industrial geological disposal center (Cigéo), a project for the burial of the most dangerous radioactive waste. The place - which hosts school trips and guided tours all year round - is also used to communicate about a project that is difficult to accept, both scientifically and ethically.
Common places usually charged by the nuclear industry

In January 2019, the Reporterre site already showed how Andra approached three YouTubers specializing in popular science to visit its facilities and convey a positive image of radioactive waste management. Since then, two of them have given interviews to Andra [2].

On Andra's YouTube channel, in the section dedicated to the friendly channels to which the agency subscribes, one finds - in the middle of the chains of atomic manufacturers and lobbies - the Le Réveilleur channel [3]. And for good reason: recognized for its clarity and incidentally for its pronuclear positions, the youtubeur has taken up the subject of radioactive waste management. In 2018, he was one of the YouTubers invited to visit the laboratory, as confirmed by a recent interview with… Andra.

In October 2019, it is AstronoGeek's turn to post a vlog that is particularly favorable to Andra and the Cigéo project. If the videographer with 580.000 subscribers denies being on a mission for the agency, the publication of his video on the Andra site has something to challenge. But then do the videos in question really cajole Andra and its activities?

As the images of a Lego model scroll across the screen, AstronoGeek's voiceover repeats that he is simply “factual”. However, throughout his video, he takes up as is the commonplaces usually spoken by the nuclear industry: “Those who would summarize nuclear power in a few incidents and a few serious accidents in the world have understood nothing of the question. "" The laboratory team is extremely transparent. "" Whether you are pro-nuclear or anti-nuclear, the waste already exists so you have to store it, so sites like the one in Bure must exist. "" Many anti-nuclear NGOs are extremely partisan and make a principled opposition based on fallacious arguments. "

The popularization YouTuber even ends up declaring that "if we stop nuclear tomorrow, we will greatly increase the quantity of waste, because there is a lot of things used in the power stations which are recycled and reused". Without any other form of verification, AstronoGeek disseminates the myth - fallacious for the blow - of a recycled fuel. However, a Global Chance report published in 2016 shows how only a tiny fraction of spent fuel is actually reused.
Difficult to question the sharp discourse of the institution or to demonstrate critical thinking

Despite the promises of neutrality hammered out by the YouTubers who let themselves be guided in the galleries dug 500 meters underground by Andra, the videos produced after their experience reproduce the codes of communication usually deployed by the agency. Under the guise of pedagogy, YouTubers digest and spit out the arguments and language elements prefabricated by Andra. And for good reason, when asked what they know about radioactive waste management, many answer "in reality not much" or "absolutely nothing".

It is therefore difficult to question the sharp discourse of the institution or to demonstrate critical thinking. So much so that AstronoGeek comes to assert that “Andra has little to do with the nuclear industry”. The creator is probably unaware that "the Cigéo project is financed by the three players in the nuclear power sector (EDF, CEA and Orano)" [4] and that Andra sits on the GIP (public interest group): this fund, abounded by nuclear industry, distributes hundreds of millions of euros to individuals and municipalities to get the project accepted.
