It is about the fact that the bombs of Hiroshima and Nagasaki were planned to be dropped for a month before the date regardless if Japan already wanted to surrender and that Truman made sure to manipulate the Japanese so that they answer no to his request for "unconditional surrender", knowing full well that this answer was inadmissible for them!
In fact it was an excuse to test in vivo the effects of bombs on real human guinea pigs! ...

During WWII, there were tens of thousands of Allied prisoners of war in Japan.

The American GVT only recognized in the late 70s that American soldiers were victims of the atomic bombing of Hiroshima.

The hidden story of the American victims of the Hiroshima bombing:

http://www.post-gazette.com/pg/08230/904953-54.stm

Ditto for the second atomic bombing on Nagasaki, but the bomb does not explode above the prison camp but 2 km away, above the Urakami cathedral at the end of the mass ...

Nagasaki Cathedral, "before" and "after":

http://www.aasc.ucla.edu/cab/200708160003.html

The atomized human guinea pigs were not only Japanese, there were Koreans (15000 dead recognized by the Japanese government but 45000 according to Korea) and Chinese. They were forced laborers (as with the STO here) from the Japanese colonies of the time. And we must therefore add the American, English, New Zealand, Dutch allied prisoners of war. In Nagasaki, the largest Catholic city in the East, there were also many foreign missionaries.

With Japan at war, most of the men were on the front lines and the victims were overwhelmingly women, children and the elderly.
