Natural gas: an important deposit discovered in the Black Sea, announces Erdogan

President Recep Tayyip Erdogan announced on Friday that Turkey had discovered in the Black Sea "the largest" natural gas deposit "in its history," adding that his country would intensify its research in the eastern Mediterranean despite the tensions.

This announcement comes as Turkey has for several years been stepping up efforts to establish itself as a major energy player in the region and reduce its dependence on hydrocarbon imports which plague its fragile economy.

The reserves unveiled on Friday will not be enough to make Turkey a major exporter, but they could encourage Ankara to continue its maritime research which has caused friction with neighboring countries in the Mediterranean.

"Turkey made the biggest natural gas discovery in its history in the Black Sea," Erdogan said during a speech in Istanbul, specifying that these reserves were estimated at 320 billion cubic meters.

The Turkish head of state assured that this discovery was of "historical importance for the future" of Turkey, which depends almost exclusively on imports, especially Russian ones, to satisfy its growing energy appetite.

"God has opened a door for us to unseen riches," he enthusiastically said. "Our goal is to put Black Sea gas at the service of our nation from 2023", the centenary year of the Turkish Republic, he continued.

Mr. Erdogan said the discovery was made last month in the Tuna-1 exploration well by the drilling ship Fatih ("the conqueror", in Turkish).

The first indications "suggest that the discovered deposit is part of a much larger reserve", added the Turkish head of state, without further details.

Turkey consumes between 45 and 50 billion cubic meters of natural gas each year, almost entirely imported. This represents around 11 billion euros, according to the Energy Market Regulatory Authority (EPDK).

The discovery announced Friday "is not bad at all, but that does not change the situation either," put in perspective on Twitter Ozgur Unluhisarcikli, director of the Ankara office of the American institute German Marshall Fund.

"Although relatively small compared to other natural gas fields in the world, this one will help Turkey to reduce its energy bill", underlined the firm Capital Economics in a note.

"That said, there are reasons to be careful. It will take time to install the infrastructure necessary for gas extraction," he added.

President Erdogan aroused the expectation by saying on Wednesday that he would announce "big news" on Friday.

Markets seemed somewhat disappointed, however, with some press leaks on Thursday citing more than twice the volume of gas reported on Friday.

The Turkish lira was thus down slightly against the dollar after Mr. Erdogan's speech, trading at 7,34 against a greenback.

Hyundai unveils the world's first LNG-fueled container ship

International financing in sight for a Russian LNG project

Several international financial institutions, including the French Bpifrance, are ready to provide financial support to the tune of 9,5 billion dollars (8,0 billion euros) a project to produce liquefied natural gas (LNG) in the Russian Arctic, according to a document obtained by Reuters.

The Arctic LNG 2 project, led by the Russian company Novatek and in which the Total group would participate, is valued at $ 21 billion. It should be launched in 2023 to reach in 2026 a production capacity of nearly 20 million tonnes of LNG per year in the Gydan peninsula, 80% of which would be destined for Asia.


If LNG is presented by the energy sector as a "cleaner" alternative to coal and oil, it remains a source of carbon dioxide (CO2) emissions and its detractors consider it hardly compatible with the commitments of the Paris climate agreement or the European Union's "Green Deal".

Among the establishments ready to financially support Arctic LNG 2, according to the document obtained by Reuters, Bpifrance has issued a preliminary opinion favorable to a request for a "strategic project guarantee" from Total for a loan of 700 million euros, a mechanism under which the public bank would guarantee for the company up to 80% of this credit with the banks.

Other backers for the project include China Development Bank (CDB) for $ 300 billion, German credit insurer Euler Hermes for $ 2,5 million and Japan Bank for International Cooperation (JBIC) for $ 1,5 billion, while a bank Russian whose identity is not specified is ready to bring XNUMX billion and the Italian SACE a billion.

Sberbank, the first Russian bank, officially announced that it was ready to finance the project to the tune of 2,7 billion euros.

POSSIBLE POLITICAL IMPLICATIONS

Among the industrial partners of the Russian group are, in addition to Total, the Chinese China National Petroleum and CNOOC and the Japanese consortium Japan Arctic LNG, which brings together Mitsui & Co and the public group JOGMEC, the former Japan Oil, Gas and Metals National Corp .

Bpifrance's commitment is subject to certain conditions and may still be rejected by the French government. The document specifies that its favorable opinion on the guarantee of the project is given "subject to the subsequent examination of the risk profile of the project and its economic fundamentals", with a "strong reserve" pending the conclusions of the environmental and social analysis.

Bpifrance and Total declined to comment on this information and Novatek had no immediate comment to make.

This dossier could have political and diplomatic implications in the context of the renewed tension between Europe and Russia linked to the attempt to poison Russian opponent Alexeï Navalny, which has sparked calls in Europe to suspend the draft. As for the global liquefaction capacity, it rose 5% to 464 million tonnes per year, in particular thanks to the start of several projects in the USA: Cameron, Corpus Christi, Elba Island and Freeport. Qatar to acquire world's largest LNG plant

On February 8, Qatar Petroleum, the Qatari state-owned petroleum company, announced the final investment decision on the North Field East Project (NFE) gas field, the output of which will be used to supply the largest liquefaction plant in world gas.
