The debate over shale gas is igniting in France. While 80 parliamentarians from all sides co-signed a parliamentary motion against the exploitation of this unconventional hydrocarbon, the Minister of Ecology Nathalie Kosciusko-Morizet, is trying to reassure. "Let me be clear: it is out of the question to use the means of extraction processes that would have a disastrous ecological impact," she said during a debate in the National Assembly on the subject. , Tuesday. "It would be a step back from everything we have done and wanted together," she said.

Faced with it, all the speakers expressed their opposition to the search for shale gas. The exploitation of this energy source is based on a drilling technique, hydraulic fracturing, which involves the injection under high pressure of large quantities of water and chemicals into the subsoil to fracture the rocks which contain the gas. A method which can in particular lead to the contamination of groundwater.

To support their argument, the opponents refer to “Gasland”, a shock documentary on the ravages of shale gas in the United States, shot by Josh Fox and in theaters on April 6.

Alluding to it, Nathalie Kosciusko-Morizet assured that "there is no question that this subject of shale gas is the occasion for any withdrawal in environmental matters, whether on our commitments on the energy mix or on our commitments on the protection of water, landscapes, soil ”, insisted the Minister again.

Extended moratorium

The debate came after Prime Minister François Fillon's decision to extend and expand the moratorium on shale gas and oils, which expired in mid-April. Faced with mounting criticism of the entire political spectrum, from the National Front to environmentalists, the latter had no choice but to suspend research and work for operators to whom the government had granted permits in March 2010 prospecting. Three areas in the south of France were concerned: the departments of Hérault, Aveyron, Lozère, Ardèche and Drôme.

The moratorium runs until the end of the first half of June, the date on which the final conclusions of two reports commissioned by government teams are expected. Regarding shale oil (petroleum) exploration licenses granted in the Paris basin, no drilling by hydraulic fracturing will take place before this date. On the other hand, traditional drilling is authorized after the delivery of the first conclusions, expected on April 15.

The PS for a total ban

One year from the presidential elections, and in the midst of an energy debate after the Fukushima disaster, the government remains very cautious. However, it highlights the need to explore new avenues in the area of ​​energy. For the moment, France imports almost 98% of the gas it consumes. However, its basements are full of large reserves of gas and shale oil, located in the rock at depths of 2000 to 4000 meters. Nathalie Kosciusko-Morizet spoke to the Assembly about the opportunity that the exploitation of these unconventional hydrocarbons could represent “to reduce energy dependence”. According to her, "any question deserves to be taken into account and considered and that is what is proposed with this mission".

The reaction of the opposition was immediate. In a statement issued at the end of the national office, the PS asked on Tuesday for an outright ban on site exploration and exploitation and "the cancellation of ministerial orders granting exclusive research permits". According to the socialists, "the drilling techniques used in the exploration and exploitation of these hydrocarbons are destructive for the environment and dangerous for health", writes the PS. "We hope that the legislation will evolve in order to guarantee the transparency of exploration and exploitation activities in general".

Shale gas: majority MPs want to repeal existing permits

After the senators and socialist deputies, several deputies of the majority will in turn table a bill on shale gas. Considering that the suspension of exploration announced last February by the government "does not provide a lasting solution", Christian Jacob and several of his UMP colleagues want to repeal the exploration permits granted so far.

They appeal to Article 5 of the Environmental Charter and its precautionary principle: "in the name of the precautionary principle, it is the responsibility of the national representation to prohibit the exploration and exploitation of oils and shale gas by vertical drilling as well as by horizontal drilling followed by hydraulic fracturing of the rock ", we can read in the explanatory memorandum. The idea is therefore to stop everything while waiting for the establishment of a new regulatory framework: "The exclusive research permit (...) can only be granted if it is preceded by a public inquiry", can we? read in article 3 of the bill.

The government also announced on March 23, its intention to table a bill providing that any exploration of the subsoil is now preceded by a "public consultation", without specifying what form this consultation would take.
