At first glance it looks like a "voltage-current stabilizer smoother" ... so I don't see why that would be illegal.

In fact it looks a lot like a UPS without a battery ...

By cons I am surprised at the power (16kW) given the size of the machine.

Hello
Aside from controlling a heat pump, I don't understand anything or it saves fuel consumption, for the rest of the accessories in the house (for electric motors, I want to adhere to it, but for the heating elements, dryer, water tank hot, toaster ect .. I do not see?

Hello,
I read this answer on an old post

and I was wondering.

As the voltage varies "naturally" on the network, some device consumes more when the voltage is at 240V instead of 230V.

Starting from there by maintaining the voltage at 220 or 230V permanently we save electricity ... to see the "efficiency" of the stabilizer ... so the idea is "a priori" good, to see the practical results. ..

In any case the site does not inspire confidence!

A priori, I do not think that it is the same type of product ... the other is effictively illegal ...

"EQUI-WATT devices behave like electronic capacitor banks"

in fact of memory of school. the teacher explained to us that if we added capacitor banks we made the active power drop by increasing the reactive, therefore the apparent power is always the same. except that we (everyone) we have a "blue" edf meter, that is to say that we do not pay for the reagent.
hence saving .. money and not energy.

companies are required to install condos to avoid consuming too much reagent due to fluorescent lighting and motors
and they have two counter one for the active and the reactive .. so I don't really see the interest ..

actually it's an RLC circuit
