And yet take a good look at its technical specifications. We are far from 40kV!

And pretexting a 20-year-old device is no excuse. 1990 is not prehistory. At that time we already knew how to make low impedance energizers and the standards in force today were already in place or almost in place.

So at the time except if your grandfather bought a very old model of high impedance energizer (and therefore was made to look good)
I still doubt your 40kV
And if it is really the no-load output voltage of your device, it is therefore a high impedance model, as much as to say that the simple capacitive effect of the wire and the insulators is enough to make this voltage drop considerably, there is therefore never 40kV on the fence.
But hey, I'm still waiting for a photo of the device and its plate ... something tells me that I will wait a long time.

You will still note that it is able to maintain 7kV on a load of 500ohms. that still makes a theoretical maximum current of 14A! (in reality much less because of the selfic components of the circuit)
May be good at these extreme values, the pulse is extremely short (and it only lasts a few milliseconds at best anyway)

The standards impose limitations but we manage to put 400000V on the power lines over hundreds of Km, and therefore nothing prevents to put 40KV by pulse of a few joules, but with the good insulators 2 to 3 times bigger and farther of all plants and soil on not excessive lengths of fences.
But more care is needed, otherwise loss !!
What matters is the power per pulse, because at 100 joules and more it becomes a defribillator as much as a device to scribble the heart and kill if not luck once in 100 !!

Finally if a discharge causes fibrillation, with a little luck, the same discharge limited to about 100 joules, can defibrillate, with a little luck, in the absence of rescue within 10 minutes !!
100ma on the chest, even 22ohms lamp in series (a little 20W incandescent lamp blow in series).
If almost dead fibrillated, without help, it can save !!!
