it can also have the function of creating a phase shift (if condo in series) in order to avoid the stroboscopic effect which can be dangerous with rotating machines. In general it is on duets and it is only on one in two hits, but nothing prevents to do it punctually on singles.

Yes the explanation of Macro suits me too ... the 2 phenomena are certainly linked.

Electromagnetic ballasts are exceeded, cos phi 0.5, heat up (joule losses), strobe effects and eye fatigue. The capacitor is there to bring the cos phi back to 0.9, nothing else.
Electronic ballasts have replaced them for a long time. They no longer require a starter or capacitor, operate from 25 to 60 khz, so no more flickering.

I just installed 36W LED neon lights ...
Please note that this does not install "like that" to replace the old ones: you have to change the electrical wiring but you just have to bypass the transformer and connect 1 Phase 1 Neutral at each end
I had about 1 hour of rewiring (it's always a bit painful to work on the ceiling), I left the transformers in the frame ... no interest in dismantling them ... especially since they are tired for the 2 survivors.
Well with 2 36W LED 4000K neons I have more brightness than 3 classic 36W neon lights ... and especially instant lighting and no noise ...
The actual lifespan remains to be seen ... the existing installation dated from the 80s ...
I am preparing a detailed article with pictures of the wiring soon ...
