I agree, per kWh used the tax seems fair (thermal cars only use about a quarter of the energy consumed, it is logical that the wasted part is also taxed).
I was just reacting to the fact that driving an EV isn't all about driving tax-free ... and pedestrians shouldn't finance sidewalks :P
