I think something can voluntarily empty a single element, and each turn, without emptying the entire pack
other interest of this system, number of element superior to the minimum neccessaire: thus complete tolerance to the defect of an element
it will work with a bistable relay per element, to turn it on or off

Excuse me to answer a little late: I fall here by chance
for computers that have good charger, there is no problem to always leave on mains: the battery is on vacation
for the choice of the stop threshold, any depand of the facility with which one can load: if one is on to be able to load as soon as it is empty one can regulate the threshold mini to zero
if you go on a trip away from any power source it is dangerous to set the threshold to zero: when the computer arrives at zero, and you have to finish a trip before recharging, the voltage may drop below the critical threshold and damage the battery: by setting the threshold to 30%, when the computer stops for empty battery it is still able to wait long enough before being loaded
it does not prevent to change this threshold the day or we really need more autonomy listen that listens
