I have never encountered this case.
But we can say that the probability that 2 consumer PCs bought weeks apart will be on the same network is very low.
2 Windows 7 Seven on the same network LAN = Internet HS? Bug?

Well, internet time is no longer entirely true ...
If you do not go through a router (use of a USB modem), then the mac of your computer is visible on the net right?
Okay now internet boxes are routers so ... it's the router mac that we see .... I think?

No the mac address remains on the local network, it does not pass the NAT routers.

Not even, adsl routers are connected to the net in PPP in principle, it is no longer ethernet encapsulation so no mac.

In fact, it must be visible to the next router (probably at the ISP, at the NRA or in the city?)
And to complete, some boxes are configurable as a router or bridge.

A priori currently it would be PBBT

But I'm not sure, I'm not a WAN administrator
