With regard to neighborhood communities, the Canadian government encourages such initiatives.
The proof, this organization: Community Action "dedicated to community development and improving the environment of the Notre-Dame-de-Grâce neighborhood in Montreal."
They acknowledge three goals: collective gardening, food security and community development. They have their website and most importantly, they have posted a .pdf: "a practical guide for starting and running a collective garden". It is really very practical, since the choice of the ground, the research of the subsidies (attention, it is in Canada), the animation with the seasons.
