I never learned to do such thorough calculations that's why I say "instinctively" but in what you answer I conclude that if the engines work only a third of the time it is that they are three times too big and they are used for acceleration which I think uses more energy than maintaining a constant speed.
But if everyone has been doing this for years, there is a good reason.

Ah I am someone stubborn, OK for the full load of the engine but if it allows the vehicle to go at a speed much higher than that requested in the test it is because it is too ... big .
