indeed, but any humor linked to politics becomes propaganda, consciously or not!it all depends,
even if humor can serve propaganda, be used to convey ideas, opinions, it can also be only recreational, dark or other and not put forward any ideology
So in my humble opinion, can humor serve as propaganda? Yes, but not only that!
