EU revises biofuels legislation

The European Commission is planning to review its draft legislation on biofuels following concerns expressed by environmental groups about their impact on the environment.

EU leaders had decided that 10% of European transport fuels will come from biofuels by 2020. However, a recently drafted report warned of the negative consequences that this policy could have, such as increased food prices. and the destruction of tropical forests.

Some 17 non-governmental organizations (NGOs) have sent a letter to European Commissioner for Energy Andris Piebalgs asking him to introduce much stricter standards for the production of biofuels or to waive mandatory targets for biofuels. for transport.

They said the existing draft legislation did not provide protection for important ecosystems such as savannas or permanent pastures. The latter "could be threatened by the expansion of agriculture carried out by the EU to achieve these biofuel targets".

They also announced that “the production of biofuels on a large scale could lead to significant indirect repercussions or fallout such as rising food prices for humans and animals as well as amplifying the scarcity of water, which in the long term, would lead to negative impacts on the poorest populations ”.

Faced with these concerns, the European Commissioner for the Environment Stavros Dimas has proposed to modify the forthcoming directives. According to him, it is better not to meet the target set for biofuels than to harm the poorest populations or the environment.

“The environmental problems caused by biofuels as well as the social problems are more important than we thought. So we have to act with caution, ”Dimas told the British Broadcasting Corporation (BBC).

“We need the sustainability criterion, which includes social and environmental issues, because biofuels have certain advantages,” he added.

Dimas also said the EU would introduce a certification scheme for biofuels and announced tightening restrictions on palm oil-based biodiesel responsible for destroying forests in Indonesia.

On January 23, the European Commission will publish its legislation on the production of biofuels aimed at promoting the use of these alternative energy sources.
