You buy any electric car (they are all capable of 50Km / h for 50km) and you install on board a generator ...
Thus, clio, saxo, berlingo, kangoo ... become series hybrids.
You will have made your own hybrid or if you prefer, an electric vehicle with range extender as on a cleanova!
You just have to mount a GV or pantonify your generator!
This remains much more accessible than on a variable speed engine ... 8)
