The Dubai Electricity and Water Authority (DEWA) announced on 4 the fourth phase of the Mohammed bin Rashid Al Maktoum solar park. The lowest bid for the Solar Thermal Electricity (STE) project in 200 US cents / kWh (approx 9.45 € cts / kWh). Participating consortia were [ACWA Power (Saudi Arabia), Shanghai Electric (China), BrightSource (USA)]; [Alfanar (Saudi Arabia), Suncan (China)]; [Engie (France), SolarReserve (USA), Power China (China), Sepco8.4 (China)] and [Masdar (UAE), EDF (France), Abengoa (Spain), Harbin Electric (China)].

Although DEWA will announce the winner in one month, following its assessment of last technical and economic features, a first key aspect is that three of the best bids offered by multi-national players are hitting or even below 10 € cts / kWh while the installed capacity in STE is better than 5 GW compared to nearly 500 GW for wind and 300 GW for PV. In other words, STE costs were divided by 3 in just 10 years (2007-2017) with just 1% of the market volume for wind and less than 2% of the market volume of PV!

This comes already after SolarReserve offered 6.54 US cts / kWh in Chile in August 2016 for a STE 120-MW plant, where in addition to the best solar resource in the world, the country's stable financial status along with US dollar denominated power contracts results excellent financing and investment terms.

Two remarks:

a) Why are there mirrors all over the peripheral circle? Israel is still quite far from the equator ...

b) The cost is not so big (another 2 ballistic journalist): 500 millions for 310 MW this is a cost of 1600 € / kW installed, it is 2 3 times less than the EPR of Areva (ah ah ah but here Euronews attacks it less ...) and probably similar to a modern coal smelter (even less I think) ... and finally we are on the same wholesale price of the kWp installed solar photovoltaic ... but with a higher load factor!

Mr Weatherill said the Aurora Solar Energy Project would be ready to go 2020 and would supply 100 per cent of the State Government's needs.

The Government will pay a maximum of $ 78 per megawatt hour.

Mr Weatherill said the solar thermal plant was "the biggest of its kind in the world".

"Importantly, this project will deliver more than 700 jobs, with requirements for local workers," he said.

In September 2016, the Government launched a tender process to provide 75 per cent of its long-term power supply.

It is said to be attractive to the market and to the market.

The Government contract with United States Solar Reserve operator will last for 20 years, and was the "lowest cost option" of shortlisted bids for the project.

The maximum Government load is 125MW, meaning the plant will be able to supply customers.

The first of its kind in Australia, the Aurora Solar Energy Project will use SolarReserve's leading solar thermal technology with integrated molten salt energy storage.

SolarReserve has signed a long-term Project Generation Agreement (GPA) to build a 150 megawatt solar thermal power station with 8 hours of energy storage near the town of Port Augusta, South Australia. The GPA with the State Government of South Australia was signed today at a ceremony with Jay Weatherill, Premier of South Australia, and Energy Minister Tom Koutsantonis.
