My last test of 3.5 (also the same with 3.3) fully meets the requirements of Autodesk, win7, 4g of ram, up-to-date video. I'm not married to Autodesk, BRL-CAD looks just as serious to me

One PC per software is a concept...
Multicore processors must be the horror for you! You do not realize, a PC that can run several programs in parallel is scary! LOL
Otherwise go to the sites of the urssaf or the public treasury with a PC under XP, you have to like living dangerously, you go to that of your bank too, don't you?
Otherwise for PCBs made in China, no need for software that dates from 2005, the Chinese are up to date, you know?
I do it with Sprint Layout 6.0 and otherwise if you want free you can do it with Kicad or even EasyEDA directly on the site of a famous Chinese PCB manufacturer.

Since the 7th I don't know but since the 8th, I have actually done it without worries and without paying but I think that this promotion has been over for some time...to check...
In short, in both cases it's not expensive... if you want to do it!

I did it about a month ago, so really not long.
What you can't do anymore is upgrade a widnows 7 to a windows 10
On the other hand, install a windows 10 from scratch with a windows 7 key, no worries.

For information BRL-CAD was designed by the American army and I installed it without worry, and I started the tutorial but I had to create useful volumes, so I went back to my electronic CAD of 2007 which is still used by many companies in France, and my first 4-layer circuit was made on a computervision, with a green monochrome screen, without the slightest problem.

Yes, they have made great progress, they master English and often without fail, whereas in 1981 I was negotiating with the Japanese, Mitsumi for keyboards, and we needed interpreters. quote "we got eaten" it's written eat, you have to know how to juggle
