Foreword

Reminder of the facts on the SARS-Cov-2 virus pandemic causing the COVID-19 disease

The disease called COVID-19 caused by the SARS-Cov-2 virus was discovered in December 2019 in China in Wuhan and is said to have spread throughout the world thereafter. In the past, we had known two human epidemics linked to coronaviruses without them having devastated the world: SARS (SARS-Cov) in November 2002, MERS (Middle East Respiratory Syndrome) in 2012. According to the WHO , the symptoms are: fever, fatigue and a dry cough. Some patients present with pain, nasal congestion, runny nose, sore throat or diarrhea, dyspnea, loss of taste and smell. 80% of those affected recover without treatment and have no symptoms. 15% of those infected show symptoms of the flu and 5% die. The symptoms are more serious in the elderly, and in people already suffering from a health problem (high blood pressure, heart problem, diabetes, ...). The pandemic was declared by the WHO on March 11, 2020, but the causes of the virus remain unknown to this day according to the same organization. In response to this pandemic, the states affected by the virus have confined the population and imposed barrier measures (masks, hand washing, regular disinfection, physical distancing). The state of health emergency entered into force in France on March 24 and ended on July 10, 2020. The country experienced confinement from March 17 to May 11, 2020. A period of gradual deconfinement followed. and a decree issued on July 10 imposing the obligation to wear a mask in closed public places. At the same time, the vaccine race was on to find the vaccine to protect the population from a second wave.

A crime against humanity is in progress

1. A pseudo-pandemic

The SARS-Cov 2 pandemic was declared on March 11, 2020. However, several problems quickly alerted people who have now become whistleblowers. First, among the ten existing coronaviruses, the one causing COVID-19 has never been isolated and identified. This is a big problem because doctors cannot know what they are detecting when they test patients. This pandemic, and the fear generated by the state-funded media, concerns a disease that heals on its own in 80% of cases, which makes all the freedom-killing measures adopted in France and in other countries inconsistent: common sense would have been to manage and treat the 15% with severe symptoms. In addition, no diagnostic test was fully developed at the start of the pandemic. Indeed, at the start of the first wave, each hospital and each country had a different detection method, often developed quickly in the heat of the moment. In France, a generalization of the nasopharyngeal test took place only four months after the start of the first wave. How can you declare a pandemic without isolating and identifying the virus in question and without a diagnostic test? The numbers regarding the number of cases and the number of deaths attributed to COVID-19 inevitably become skewed as a result.

This is further compounded by the fact that none of the current tests for COVID-19 are reliable (3) and the WHO definition of the virus and disease is unclear: many symptoms are common to flu and many other respiratory illnesses and can be explained by factors other than coronavirus (subluxation of the ribs is enough to cause dyspnea). Further investigation would be needed to explain the death toll attributed to COVID-19. A first track is emerging on the side of the medical treatments taken by these people. The deceased patients were already under treatment for serious pathologies (weak immunity), were heavily medicated and were in the age group affected by influenza vaccination campaigns. However, the flu vaccine has the side effect of promoting coronavirus disease according to the American pro-vaccine study by Dr. Wolff GG published in 2020 and entitled Influenza vaccination and respiratory virusinterference among Department of Defense personnel during the 2017–2018 influenza season. We, whistleblowers, have denounced a pseudo-pandemic, the use by States of the shock strategy described by Naomie Klein in the service of a crime against humanity, based on numerous investigations of which I do not quoted here only a few elements. The only reason why we are seeing an increase in cases and an upsurge in clusters in France is simply due to the fact that we are testing the population more. In addition, it is not possible to specify, due to the unreliability of the tests, the proportion of false positives and false negatives among the people tested. It is on this very fragile basis that the French state, under the recommendations of the WHO, confined the population, started a policy of tracing infected people before embarking on the quest for a vaccine, without taking into account the laws and the human and economic damage it would cause. 2. Health and economic consequences of illegal confinement (4)

Containment was imposed in France from March 17 to May 11 illegally, while no scientific study in Western medical literature can justify this strategy. The illegality of the confinement was established by the lawyer Carlo Brusa, founder of the association Réaction 19 which intends to file a complaint against the State for crimes against humanity. The illegality is proven by the order in which the texts appeared. The enforcement decree of the law on containment dating from March 23 and with immediate application was promulgated while the law on containment itself dating from March 23 was not yet in force. To come into force, a law must be published in the Official Journal. This law therefore came into force on March 24, thus making illegal all actions of sanction, verbalization, search and all confinement during this period. In addition to its illegality, the French, to be able to leave their homes, were obliged under penalty of a fine to sign a certificate justifying the reasons for leaving. This certificate had no legal value since you cannot legally sign an exit authorization or certificate yourself. In fact, the fines and arrests during this period for failure to comply with confinement or failure to present the certificate were all illegal due to the illegal nature of the certificate but also to the law on confinement itself. -even. This decision to confine was made on the basis of no scientific data. Doctor Michel de Lorgeril mentions two reasons (5):

1. There are no studies on containment and its usefulness in dealing with a pandemic.

2. Containment has never been practiced in the history of medicine.

So there is no science of containment. The confinement as well as all the barrier and liberticidal measures, had the effect at the health level of plunging the population (and especially children) into the fear of disease but also in the fear of the other, to increase domestic violence and towards children in certain homes, and to cause the elderly in nursing homes to die not only from illness but also from isolation. At the economic level, the consequences in the long term are serious. According to an OFCE report published on April 20, 2020 (6), the confinement period reduced France's GDP by 32%, caused a loss of activity of 42%, a loss of 120 billion euros in the economy (5 percentage points of annual GDP). 60% of the fall in national income is absorbed by general government (through the increase in the deficit) but 35% remains in the account of companies. The risk is therefore to see a multiplication of bankruptcies and the reduction of employment, which will contribute to reducing household income which, in turn, will reduce activity.

3. The impossibility for hospital staff to properly care for patients

In addition to this illegal measure, it has been made impossible for hospital staff to properly treat COVID-19 patients in hospitals, which is one of the reasons for protests by hospital staff at the present time. This impossibility is the direct consequence of the budgetary restrictions imposed by the French State during the last three five-year terms. It is also linked to the ban on the use of effective treatments against COVID-19 in favor of inappropriate practices. So, not to mention the debate on hydroxychloroquine, intravenous vitamin C which has worked very well in Germany was banned in France. Likewise, the use of artemisia annua as an infusion, already known for its effectiveness against malaria, is a plant banned by the WHO and banned in France while it has enabled African countries to effectively treat the sick and at lower cost and prevent the epidemic. To this day, African countries have still not experienced the health disaster that the WHO and the media predicted.

4. The obligation to wear a mask by the decree of July 17 and the health risks incurred

After a period of deconfinement and the end of the state of health emergency on July 10, 2020, the French state imposes the wearing of a mask on July 17, 2020 in closed public places. On July 16, 2020, Jean Castex, new Prime Minister, declared to senators "Wearing a mask, with respect for so-called" barrier "gestures, constitutes an effective preventive and protective measure". This decision is based on the recommendations made by the WHO in a report entitled "Advice on the use of masks in the context of the COVID19 pandemic", published on June 5, 2020 (7). On page 6 of this report, the WHO states the following: "At present, the widespread use of masks by healthy people in the community setting is not yet supported by direct scientific evidence or high quality and there are potential benefits and harms to consider ". This WHO statement shows that to date there is no randomized scientific study proving the effectiveness and usefulness of the mask, effectiveness and usefulness which were denied at the start of the pandemic. It also shows its ignorance of the 10 randomized studies proving the uselessness of masks (8) (9). These same masks are even "nests of microbes" which can prove to be more harmful than anything else to quote the words of professor emeritus of the University Johannes-Gutenberg of Mainz Sucharit Bhakdi (10). In addition to the risk of vagal discomfort associated with breathing your own CO2, prolonged wearing of the face mask leads to a proliferation of microbes and fungi (particularly staphylococci) that we breathe all the time while wearing, which is a significant risk for our skin. health. Finally, the mask allows microbes (whose size is of the order of a nanometer) to enter and exit and do not protect the wearer or those around him. The decision of the French state to impose the wearing of a mask is therefore unfounded and illegitimate.

Through all these liberticidal, illegitimate and illegal measures, the French state has become an accomplice in a crime against humanity perpetrated by the WHO and the private foundations that finance it. Legal actions are underway to put an end to this situation. In the United States, lawyer Robert Francis Kennedy Jr launched a petition sent to the White House on April 10, 2020 calling for "investigations into the Bill and Melinda Gates Foundation for Medical Malpractice and Crimes Against Humanity" ( 11). In Canada, the Foundation for the Defense of the Rights and Freedoms of the People is taking the Canadian State and the elected provincial representatives to court for all the freedom-killing measures implemented during this period of pandemic (12). In France, the Réaction 19 association was founded by lawyer Carlo Brusa in order to defend our rights as citizens in this context where the State defies legality by contesting all contraventions and illegal obligations (13).

No verbalization is possible for not wearing a mask (14)

First of all, you must be informed that the failure to wear a mask in closed public places cannot be fined. This has been demonstrated by master Carlo Brusa in a document which you will find attached at the end of this document. For an offense to be imputed and punished, it is necessary, under the terms of the principle of legality provided for by article 111-3 of the Penal Code and in accordance with article 111-4 thereof on the strict interpretation of the criminal law, that the texts of incrimination and repression be clearly stated so that there is no ambiguity on the incrimination and repression. However, everyone is convinced that failure to wear a mask is punishable by a fourth class offense as referred to in paragraph 3 of article L-3136-1 of the Public Health Code. Paragraph 3 of this text punishes with a fourth class offense the offenses referred to in articles L 3131-1 and L3131-15 to L3131-17 of the said Code. However, the aforementioned texts can in no case be applied to the failure to wear masks for the following reasons:

1. Article L3131-1 only applies to regulations issued by the Minister responsible for health and by reasoned decree. However, the provisions of the decree of July 10, 2020 were enacted by a decree of the Prime Minister and not by decree.

2. Articles L3131-15 to L3131-17, the provisions are applicable only in the constituencies in which the state of emergency is declared. The provisions relating to the wearing of masks in articles 27 and 38 of the decree of July 10, 2020 apply to territories that have emerged from the health emergency and are therefore not applicable.

3. Finally, the text of repression in no way refers to the decree of July 10, 2020. In fact, no repression can be applied to failure to wear a mask.

All verbalizations made by a police officer, a gendarme or any other person authorized by the law are thus manifestly illegal and amount to an abuse of power.

Any tracing of the population is illegal

In addition to wearing a mask, the French state is bringing the police, doctors and health insurance to participate in a policy of tracing the population under the pretext of a pandemic. On May 4, 2020, the French Senate set up an information system to identify people infected with COVID-19 and their contacts. In this system, the general practitioner is financially encouraged to declare the infected patient, to search for and report contact cases via the Ameli pro site of the Health Insurance. This information is then transmitted to teams made up of health insurance doctors and employees of local authorities (15). On Wednesday, May 27, the National Assembly and the Senate voted in favor of the deployment of the StopCovid application. This application authorized by the CNIL is part of the government's overall deconfinement plan in the context of the COVID-19 epidemic. The stated objective is to protect the population and support the efforts of caregivers and the health system to stop the chains of contamination and avoid a second wave of epidemics. Since June 2, the application has been available for download from the Apple Store and Google Play (16). Regarding this tracing, it is difficult to justify given the unreliability of the tests and the figures issued so far. In addition, it opens the door to the birth of a police state if not of a health totalitarianism 3.0 combining digital surveillance and abusive health measures to enslave the population. This tracking is in fact contrary to the laws protecting the privacy of every citizen (17):

1. At the national level, private life is protected by article 9 of the Civil Code, introduced by the law of July 17, 1970 which provides that "Everyone has the right to respect for his private life". Subsequently, its protection was extended by several decisions of the Constitutional Council, on the basis of the personal freedom guaranteed by article 2 of the Declaration of the Rights of Man and of the Citizen of 1789.

2. At the level of the European Union, Regulation No. 2016/679, known as the General Data Protection Regulation (GDPR) adopted on April 27, 2016 and applicable in all EU Member States since on May 25, 2018, strengthens and unifies data protection for individuals within the EU.

3. At the international level, the protection of private life was affirmed in 1948 by article 12 of the Universal Declaration of Human Rights of the United Nations.

The health investigation, which consists of registering the patient and finding out about his contacts, constitutes a violation of privacy but also of medical confidentiality. According to French law, only the patient should receive fair, clear and appropriate information from his doctor for his health so that he can provide his free and informed consent for any treatment. Medical confidentiality applies for all other cases. It prohibits a doctor from giving information about his patient to third parties. This secrecy covers all the information of which the doctor is aware: information which has been entrusted to him, what he has seen, heard or understood, the identity of the patients and the elements allowing them to be identified. Professional secrecy is also imposed on the following people: members of the staff of the establishment where the patient is cared for, people in contact with this establishment through their activities, all professionals involved in the health system. It is also forbidden for the doctor to communicate patient information to an insurance company. Insurers cannot ask the insured's attending physician to obtain medical information or documents. Neither can he communicate medical data to another person even bound by professional secrecy (tax administration for example).

Sharing information between professionals who are not part of the same care team requires the patient's prior consent. The information system set up by the Senate leads the doctor to share information about his patient without his consent and his contacts with the Health Insurance and the brigades, that is to say people bound by professional secrecy who do not work in his team. This constitutes a violation of privacy (information is provided on the patient's contacts) and of medical confidentiality. The doctor is also financially encouraged to act in this way, which amounts to corruption (18). I also remind you that the surveillance was also carried out by drones during the confinement and that this was stopped quite quickly because citizen associations denounced a violation of privacy and fundamental rights.

Covid 19 vaccine will be illegal and dangerous medical act

In the context of the Coronavirus epidemic, the French state and the WHO are announcing that the solution to this context will be the arrival of an anti-covid vaccine. Some have even suggested, as in Belgium, that it would be better to make vaccination against the disease compulsory. Thus, Bill Gates, who funds a whole series of candidate vaccines, told the world population in April 2019: "you will have no choice!" (speaking of vaccination). Likewise, UN Secretary-General Antonio Guterres has said that only a vaccine could achieve normality (19). The obligation of the COVID-19 vaccine is already written into the laws in Belgium and Switzerland and is already the subject of contestation by petition and referendum. In prevention of a possible vaccine obligation against COVID-19, I would like to alert to the fact that this vaccine will inevitably be illegal and dangerous.

1. Aside from the fact that the virus has still not been isolated, it is important to note that no COVID-19 vaccine in development is scientifically justifiable and has passed the necessary safety tests. Animal experiments did not take place for several candidates. The classic phase 1 and 2 studies are considerably shortened, phase 3 research on a large number of subjects tested over several years is not done. However, these tests are essential to the safety of a medical product, vaccine or drug, in the short and long term. The validation procedure is therefore reduced to a formality here. Likewise, no real placebo-controlled research is done when required for other drugs.

2. The preferred mRNA vaccines at this point have never been used and are purely experimental. These vaccines carry an increased risk of transfer of genetic material to our own genome. This vaccine could therefore make us genetically modified organisms (GMOs).

3. The administration of these experimental vaccines is contrary to the Nuremberg Code which prohibits medical experiments on humans without their free and informed consent.

4. Previous experiences with coronavirus vaccines revealed that vaccinated animals had an increased risk of complications after subsequent contact with wild virus than unvaccinated animals. After vaccination, macrophages can spread the virus throughout the body.

The vaccine can therefore cause a pandemic of vaccine-related damage.

5. Previous experiments in which fetal tissue was used in the search for a vaccine for the reproduction of cells in cell lines and for obtaining humanized laboratory animals. This is unethical because of the way it is obtained.

6. Vaccines under development do not guarantee long-term protection against the virus or group immunity. An annual recurrence is possible and will increase the cost price as well as the risk of side effects.

7. Any obligation of anti-covid vaccination would be unconstitutional, would violate the free and informed consent of the patient protected by the Kouchner law and the Oviedo Convention, and would go against the Salvetti law according to which no medical treatment is compulsory within the European Union. Any obligation to vaccinate against COVID-19 would also constitute another violation of the Nuremberg Code.

8. Finally, a giant amount of money will be lost at the expense of many concurrent searches in progress. The people will ultimately have to pay these costs, while the pharmaceutical industries will see the benefits guaranteed. However, this money could be used to treat the sick or to feed social projects.

Call for civil disobedience

This pandemic is revealing of the flaws in our system. It shows in broad daylight the inconsistencies, manipulations and conflicts of interest of States, pharmaceutical laboratories and the WHO that it would have taken too long to describe in full here. The future of the country and of humanity rests in each of us. So that you do not make yourself an accomplice without your knowledge of a nascent health totalitarianism 3.0, I therefore call on you to refuse these liberticidal measures and to disobey peacefully. Civil disobedience is a legal act, constituting a fundamental right enshrined in article 2 of the Declaration of the Rights of Man and of the Citizen: "The goal of any political association is the conservation of the natural and imprescriptible rights of man . These rights are liberty, property, safety and resistance to oppression. " This resistance is intended to be non-violent as far as possible.

1. If you are a merchant or if you have an establishment open to the public, leave the wearing of the mask to the discretion of the customer and do not force yourself to wear it. Inform your customers and your staff of the real issues of this pandemic, the scientifically proven uselessness and harmfulness of the mask, without trying to convince them, then let them decide. 2. If you are a police officer, your duty is to protect citizens under article R 434-14 of the code of ethics ("the police officer is at the service of the population"). In addition, it is impossible for you to legally verbalize a citizen for not wearing a mask. So do not verbalize what cannot be verbalized, disobey if the state asks you to commit acts contrary to fundamental rights and protect the population against illegal decisions and against possible abuse of power by ill-informed police officers.

3. If you are mayor, your duty is the representation but also the protection of the inhabitants of your city. Disobey all illegal decisions and protect the people you represent. This protection requires the refusal to apply illegal measures but also the reinformation of the population.

COVID 19 is a disease that can be prevented and treated very well, both with traditional and natural medicines and with Western scientific medicine. The reasons why there have been so many deaths are: the catastrophic management of the health crisis by the state, the ban on the use of the right remedies and the right methods of care and budget cuts in hospitals. Health totalitarianism 3.0, as it seems to be emerging now, is far more dangerous in the long run than disease. By disobeying, we end a regime of conflict of interest and oppression, and without violence.

DECLARATION ESTABLISHING THE ILLEGALITY OF THE
4TH CLASS CONTRAVENTION THAT WOULD BE CHARGED IN THE EVENT OF FAILURE TO WEAR A MASK IN THE PREMISES
IMPOSED BY THE DECREE OF 10/07/2020

For the offense to be imputed and punished, it is necessary, under the terms of the principle of legality provided for in article 111-3 of the Penal Code and in accordance with article 111-4 thereof on the strict interpretation of the criminal law, that the texts of incrimination and repression be clearly stated so that there is no ambiguity on the incrimination and repression.

However, everyone claims that failure to wear a mask is punishable by a fourth class offense as referred to in paragraph 3 of article L-3136-1 of the Public Health Code.

However, paragraph 3 of the aforementioned text punishes by a fourth class offense the offenses referred to in articles L 3131-1 and L 3131-15 to L 3131-17 of the said Code.

However, the aforementioned texts can in no case be applied to "failure to wear a mask" for the following reasons

Article L 3131-1 only applies to regulations issued "by the Minister responsible for health and by reasoned decree". However, the provisions of the decree of July 10, 2020 were enacted by a decree of the Prime Minister and not by decree;

With regard to the provisions of Articles L 3131-15 to L 3131-17, these are only applicable in the districts in which a state of emergency has been declared. The provisions, relating to the wearing of masks, of articles 27 and 38 of the decree of July 10, 2020, apply to “territories that have emerged from the health emergency”, and are therefore not applicable;

Finally, the text of repression does not in any way target the decree of July 10, 2020, so that no repression can be applied to the failure to wear a mask.

All verbalizations made by a police officer, a gendarme or any other person authorized by the law are thus vitiated by a manifest illegality, as well as an abuse of power.
