It is far from being a rumor: it is a fact and even half-acknowledged by the Prefectures! It is quite normal to "sacrifice" a few thousand homes to save hundreds of thousands or more !!
Any good chef would do that! The opposite would be a mistake!
Now it is logical that the chief compensates and subsequently assists these "sacrificed" in an exemplary manner!
In all fairness it would even have to be the "saved" who pay directly for the "sacrificed": we saved your loaves, it's up to you to save ours!
Like an exceptional "flood tax" for all Parisians in the greater Paris area!
