No MMR vaccination on children without parental consent, ordered the High Court of Delhi
The High Court has established that vaccination can only be administered after the informed consent of parents or guardians.

The Delhi High Court yesterday suspended the Delhi government's vaccination campaign against measles and rubella, which provided for compulsory vaccination of children even without the consent of their parents or guardians. The order was issued following a petition from parents of six children who challenged the Delhi government's December 19 instruction that affected all schools in Delhi, such as those in the Capital Region. national who had implemented a mandatory vaccination program for children aged 9 months to 15 years, having started the 16 January 2019.

"It is this well-established principle that the choice of an individual, even in the case of vital medical treatment, constitutes an indissociable element of human dignity that must be protected ; ...

Law and procedure, allowing any form of interference with individual freedom, the right to privacy, must also be fair, equitable and not arbitrary, fanciful and oppressive, "the petition said. She also highlighted reports on child deaths in Gujarat, Punjab, Maharashtra, as well as UP in 2018 after administering a new MR vaccine.

After such reports, The Food and Drug Administration (FDA) has urged officials to immediately stop certain vaccine lots. The new MR vaccine is in addition to the already widespread measles, mumps and rubella (MMR) vaccine that has been in use for several years. The petitioners did not provide information on the need for an "additional dose" of vaccine.

In this context, the students stated that adequate information on the clinical trials and adverse effects of the new vaccine should be provided to address legitimate concerns about its safety and effectiveness.

Excellent article Formindep doctors who are scandalized by the ubiquitous turn taken by the commission "consultation" "citizen" who has nothing of a consultation and even less citizen, as proved in the article below. The case is serious and we can only note once again the contempt of the political authorities with regard to citizens (first concerned), health professionals, the law and reason in short.

We are witnessing pure propaganda, a crude propaganda that uses the means of the state and public money to finally go in the direction of the labs and Big Pharma. Why build a website and make people work for a year on a project which we will not take into account the different opinions expressed by the actors! Recall that Professor Alain Fischer was a winner in 2013 of a € 100.000 € prize from Sanofi-Aventis ... Is not this a patent proof of a conflict of interest ?! Alas, not in the eyes of the executive, it seems.

It is obvious that anti-vaccines do not need to recall the harmfulness of mercury or aluminum to support their argument; the fact is that the authorities are exceptional enough to create ever greater and stronger mistrust. Incidentally, not a word has been said on the essential questions of aluminum or mercury ...

The consultation on vaccines, whose roadmap was to raise the level of confidence in vaccines and the vaccination coverage rate, proved to be a complete failure. The final report is an example of intellectual mediocrity, approximate ethics, questionable transparency, and its drafting is the negation of a democratic exercise. With such advocates, vaccination does not need enemies.

Ethical Fiasco

The loss of confidence in vaccines is partly a symptom of a more general loss of confidence in the institutions.
One of the drivers of vaccine mistrust is the fact that vaccine recommendations are issued in a non-transparent manner and frequently subject to conflicts of interest.
To respond to this legitimate criticism in a democracy, irreproachable institutions are needed in their transparency and independence.

This is unfortunately not the case of this commission, made up of members with many links of interest with the pharmaceutical industry, for some to a degree sufficient to remove them from the public health expertise, according to the terms of the law. Some declarations of interest are also fanciful, alleging a lack of links when a simple consultation of the Transparency Santé database proves the opposite.

Questioned on the issue of transparency and independence by the association E3M, President Alain Fischer saw only attacks personal and "ideological", and said the law does not apply to his commission.
The reading of 6 pages concerned in the verbatim is uplifting. [1] To complete turning this episode into a joke, the commission has purely and simply redacted, between November 30 and 1er December, the appendices of the report of the said pages, the only ones where the question of the theoretical independence was raised of the commission. Indeed, a new version took the place of the previous one on the site [2]. An absurd maneuver whose motivation escapes the understanding, unlikely to inspire the long-awaited confidence.

Scientific Fiasco

The loss of confidence in vaccines has seen an accelerating event in France if it is not a trigger: the disastrous management of the H1N1 flu. During this epidemic, we saw the Ministry of Health panic the population, recommend vaccinations and prescriptions of mass (of Tamiflu in particular), on the sole faith of the "expert opinion" of a handful of leaders of 'opinion. This while the passage of the virus in the French territories of the southern hemisphere had already demonstrated the relative weakness of the real risk. What the ECDC, the European agency responsible for the management of epidemic crises, confirmed report after report, unfortunately all ignored.

To restore confidence, therefore, there is also a need for vaccine recommendations based on scientific evidence, developed according to a rigorous methodology, and no longer on the personal opinion of some experts. Daniel Floret, the former president of the Vaccinations Technical Committee, acknowledged this and was the editor of the vaccine recommendations at his hearing:
"These recommendations must be based on" GRADE "type systems, with systematic reviews of the literature, which are made according to the rules of the art and not on a corner of the table, as has been done by everyone in his corner, during the weekends »
This is precisely the purpose of the report of the High Council of Public Health February 2016, "Dimming of vaccine recommendations based on the level of scientific evidence" [3] which advocates the GRADE methodology, an international reference promoted by WHO.
Thus elaborated, with scientific rigor and in complete independence, these vaccine recommendations are likely to be both of high quality and well accepted by the public.

Unfortunately, the committee will never address this issue of the scientific elaboration of vaccine recommendations. More generally, the verbatim of the hearings indicates that this consultation never really exceeded the scientific level of a worldly discussion. The attentive reader who will look for figures, studies, a bibliography, will remain on his hunger. On the other hand, the process gives pride of place to personal testimonies, approximations, even factual errors, in a general mediocrity.
An "expert" says for example, without being contradicted, that there are "dozens of deaths every year because of rotavirus", where the epidemiology found only 7 17 annual cases. [4]
Thus we see President Alain Fischer advocating the vaccination of boys against HPV, decried by Daniel Floret who states that it would not be of great interest either for collective protection or for individual interest. The president will impose this personal idea in the final report, although it has not been evoked either by the citizens' contributions or by any of the two juries.

The anti-vaccine movements are placed on a para-scientific or even unscientific ground. It is unfortunate to see this concertation in turn overcome scientific evidence, to rely on moral injunctions or arguments of authority.

Democratic fiasco

This consultation was supposedly a citizen exercise, and more than 10 000 citizens believed and contributed to the site. These contributions were simply ignored. Indeed, their analysis was limited to studying the relative frequency of the words used. Thus we learn that "more" is a term often returned in the comments ... Their content however was not analyzed because of "very short time". All that remains is this single paragraph:
"The open question, in first place, has left critical contributions to vaccination. These critics express a rejection of the mandatory nature of vaccines, a mistrust of pharmaceutical companies and a distrust of the medical profession. The two targeted questions yield more positive contributions. The positive side of compulsory vaccination is especially associated with the vaccination of children. The very short deadlines did not allow to undertake a semantic analysis of the contributions. "
The verbatim of the meetings does not allow either to affirm that the contributions have been examined by the rapporteur.

Worse, after reading the successive hearings, and the two reports of the juries citizens and professionals, it appears that the report of the Coordination Commission does not take more into account the recommendations of both juries. On the contrary, he betrays them openly.

Thus on the sensitive question of the obligation of vaccination, the two reports of the professionals and the citizens recommend to leave it:
For the citizens' report, the most shared: "We also note an almost epidermic refusal of the mandatory nature of vaccination linked to a mistrust of authority on the part of the French, and in this our group was very representative of its relation to the notion of obligation ".
The Health Professionals Committee unanimously considers the obligation to be counter-productive:
"By assuming the all-mandatory hypothesis, the patient becomes dispossessed of the decision-making concerning his health. If one "forces him to", one does not make him decide for himself. Vaccination requirements in France can no longer be the only principle for advocating public health policies. The principle of compulsory vaccination does not instil trust, and worse, it is counterproductive. Under the heading of individual freedom, the citizen places himself in a position of defiance, even of defense. "
The jury of health professionals therefore proposes to "get out of the vaccination obligation" and to reserve it only for one-off crisis situations or occupational risk categories.

The rapporteur has clearly betrayed his mandate by substituting for the opinion of the public and the two juries a diametrically opposed opinion, namely the personal opinion of the President, which he expresses from the first working sessions and which does not seem to more account is taken of the contributions of the hearings or the content of the debates.

This exercise is a complete failure that paints an alarming picture of our "sanitary democracy". The last nail of the coffin of trust in vaccination is brought by the representation of the users. The ISSC, monopolistic representative of users and patients in France, who co-chaired this consultation, said in a statement of pure newspeak Orwellian that the obligation is the empowerment of the patient [5].
With such advocates, vaccination does not need enemies.

School education has no role or power over vaccines, or any other medicine, (gets out of your bubble) and so can not, and should not, try to influence a child one way or the other.

The Pasteur Institute as a neutral reference on this subject, it is difficult to find better, actually! :( But not all schoolboys are idiots swallowing like whey, the speech of those who want to be judge and party at the same time.
