This is a special case and I have absolutely no idea how many people it concerns, but there is the mechanism of the ASH ((Aide Sociale à l'Acbergement) which, under conditions, means that the Department pays for the difference. between "the price it costs" and roughly the income of the person during his stay in an EHPAD or equivalent.

But on the death of the person, the Department recovers the sums it has spent from what may exist in the inheritance, which means that the "heirs" generally inherit nothing.
