The different stages of religion are quite explicit in this respect and each corresponds to a specific energy quantum: at one end animism, at the other structural atheism (or custom religion, as in the USA)...
In this context, indeed, the transgression of the limits is the essential condition of systemic functioning since the role of these is to limit the extent of the modifications (therefore the quantity of energy which makes them possible).
Two more specific remarks on what you say:

Strictly speaking, it is not indoctrination that is in question here, but adaptation to determinisms, which also apply to leaders.

world order is the market and it's not so new...
It is impossible to escape the determinisms of thermodynamics, but one must above all not draw fatalistic conclusions: it is indeed, by a conscious will to limit the energy dissipation that one can maximize it in time; in other words, we come back to my previous example of the car which can stop suddenly against an obstacle or gently dissipate its kinetic energy, this with very different consequences.
