Climate plan: ADEME credits partially frozen

The Environment and Energy Management Agency (Ademe), responsible for implementing the Climate Plan to fight against global warming, will see 20% of its 2005 investment credits frozen by Bercy. Ademe has few own resources. Its budget is funded by its three line ministries, Ecology (approximately 70% of the total budget), Industry and Research. 56,5 million euros out of 202 million investment credits (program authorizations, in budgetary jargon), made available to Ademe by the Ministry of Ecology, will be frozen, according to these sources. Those coming from the Ministry of Industry (35,5 million euros) are also likely to bear the brunt of the current “budgetary regulation”.

On the other hand, the credits of the Ministry of Research (14,9 million euros), to which are added 40 million euros granted to Ademe under the Clean vehicles plan, will not be affected. In total, the public establishment will only have around 2005 million euros for 235, against 292,4 million planned at the start of the year, to launch new multiannual programs aimed at promoting energy savings and renewable energies as well as waste recycling.

Last year, Ademe initially had 253 million euros for its investments before a cancellation of 74 million during the year. Payment appropriations, intended to finance investment programs launched in previous years, are also victims of budgetary austerity. 70 million euros should be missing this year at Ademe to honor its commitments at the start of the decade.
